The first step in the licensing process is deciding which type of agency to work with. Families can choose between public agencies (county or Tribal) and private agencies (contracted or independent).

Use the options on the left to learn about the different types of licensing agencies.

Depending on your county of residence, you may have the option to work directly with your county if you are pursuing adoption. However, it is common for pre-adoptive families to be referred to a private contracted agency. Families are encouraged to contact their county before beginning the process to determine its capacity to license families for adoption.

County and Tribal Agencies

County and Tribal Nation social service programs may offer no-fee foster care and adoption services for county residents. If you choose to work with a public agency, you must do so within your county of residence. If your ultimate goal is adoption, be sure to inquire directly with your county to confirm that this service is available. State Contracted Private Agencies

The Public Private Permanency Collaboration (PPPC) is a group of adoption (child-placing) agencies that are contracted with the Minnesota Department of Children, Youth, and Families. These agencies provide no-fee adoption services to families for children in foster care awaiting permanency.
